Comparing the salaries of posts which existed in 1902 with the salaries now attaching to them the average increase is 17.56 per centum in minima and 24.57 per centum in maxima. Excluding the percentage of increase in the Sanitary Department which is ab- -normal the percentages become 15.30% in minima and 23.14% in maxima. I have not included in the calculation the Audit Office, Offices of District Officers North and South, Official Rec ei ver's Office and the Railway Department. These did not exist in 1902. There is only 1 clerk in the Attorney-General's Office. The salary of the post has not been increased since 1902, but it is now
about to be increased.

A very careful calculation has been made by Mr. C. McI. Messer of the increase in cost of living of Portuguese, Indian and Chinese clerks since 1902. He estimates that including rent the increase in the case of Portuguese and Indians is 23% while in the case of Chinese it is 29%. The greater increase in the case of the Chinese is due to the high price of rice and local vegetables; to the larger comparative increase in rentals of Chinese flats as compared with rentals of houses occupied by Portuguese and Indians; and to the adoption by Chinese of wearing apparel of European manufacture.
